Eng. Paul Kasule-Mukasa is a qualified civil engineer with over 30 years’ experience in the public and private sector. His areas of expertise include civil and structural engineering design, urban design and planning, decentralization and Local Governance, policy formulation, Local Economic Development (LED), business management, housing in development, project design, planning, management, implementation and monitoring. Over the last 23 years, he has worked at the Ministry of Local Government (MOLG) as a specialist in the design and implementation of projects that support decentralization and infrastructure development, which are funded by the World Bank, United Nations Capital Development Fund (UNCDF), DfID, UNDP, Royal Netherlands Embassy, DANIDA and the Islamic Development Bank. He is currently the Head of Projects in the Ministry in charge of the Development Initiative for Northern Uganda (DINU) Project, the Uganda Local Financing Initiative (LFI-U) Programme, the Second Millennium Villages Project (MVP-2) and the Local Economic Growth Support (LEGS) Project. He has been an M&E member on the Steering Committee for Uganda’s Plan for the Modernization of Agriculture. He is also a member of the UNCDF Global Steering Committee on the Local Financing Initiative (LFI); and has represented Uganda at the UN-HABITAT World Urban Forum as well as its Governing Council since 2006. Prior to joining MOLG, he was a lecturer at the Uganda Polytechnic Kyambogo in Uganda. In 2015, he received an award of excellence by the Uganda Institution of Professional Engineers for assessing young engineers intending to become Professional Engineers in Uganda. He is a member of several boards of reputable private companies in Uganda, including Freshmans Ltd; Marshall Technologies Ltd, Kinawataka Women’s Initiatives; KAMAGWAH Investments.
